Garmin Connect Web Service - Upload stopped working

I've got a PC app which uploads my treadmill sessions direct to Garmin Connect, via the web service endpoint http://connect.garmin.com/proxy/upload-service-1.1/

This just stopped working - the other endpoints (e.g. the activity one: http://connect.garmin.com/proxy/activity-service-1.3/) are still ok. The same endpoint is used by the manual upload on the site, so some new cookie key or something must be required

Does anyone know whether this is intentional, accidental, likely to be fixed etc ?

    I am also having trouble trying to upload from my Etrex30. I have tried to do it manually but I get a message asking if I want to save or run a .gpxxxxxxxxxxxxxx.json file from garmin.connect.com.
    I have tried IE, chrome and firefox. they all give errors. I have tried it on my desktop, laptop and tablet. All give errors.
    I have tried to upload some archived GPX files from the desktop and get the same error. I think the problem may be a java script error with the website.
