Transfers favorites only from beginning of alphabet- A thru C. 1690 to 2597 transfer

Trying to transfer my favorites from my 1690 to 2597. I used Garmin express to transfer the favorites. Unfortunately only the favorites at the beginning of the alphabet are transferred. Only those favorites that begin with the letters A,B or C were transferred. I am at a loss to understand why this is happening.
