Workout Creation: 20 Step Limit; repeated steps are insufficient.

I am trying to create a running workout as follows:

Warm up 10 minutes

Odd interval
Recover
Even interval
Recover

(Repeat X3)

cool down 10 minutes easy

odd: 200m hard, 200m easy, 200m hard;
even: 200m easy, 200m hard, 200m easy;
Recover: 200m easy recovery

In the Workout tool however, to define odd takes 3 steps, recover 1 step, even 3 steps...and I hit the 20 step limit before achieving the full repeats.
Can anyone suggest how to code up a workout like this? I think that the repeat interval only allows me to repeat 1 step, not blocks of steps.
