Best GPS for Walking Around In Cities for Mom!

Hello!

So, my mom has a cellphone plan with Virgin Mobile that (and this is not an exageration) costs her $7 a month. It's grandfathered and she really has no desire to leave it. So, I can't talk her into getting a smart phone. That being said, she's constantly getting lost when she travels with her sisters. Not so much when she's driving, she has an internal car GPS that works great, but once she's on the streets, lookout!

Example, she's in DC, at the Capital and wants to get to Rosa Mexicana for Dinner.

So, I was considering getting her a Garmin device that she can walk around with. The problem is, most of the handhelds are these ruggedized, find your way to the top of Mt. Hood type beasties.

What I want (I think) is a device that can use the City xPlorer map packs, but also works well for those cities that don't have a pack associated with them.

It's mom, so price is not a concern, I just want her to have the best device that has the easiest pedestrian navigation features.

So... what do you reccomend? :)
