Pedal Balance plots incorrectly

Garmin Connect plots pedal balance like so:

But the pedal balance values stored in the .FIT file are actually these (x axis is seconds from start of ride):

Garmin Connect is plotting pedal balance incorrectly, especially across periods of coasting.

I have updated the test suite at http://opensource.quarq.us/headunit_test to display this issue. Test #7 is the one.
