Can't pair ANT and device

Hello,

I successfully paired ANT and Garmin device (forerunner 310XT) using my old laptop. But the laptop died and I am trying to re-pair ANT and Garmin using new laptop.

However, they are not paired using new laptop. I verified that both ANT and Garmin device enabled pairing and cannot think of any other issues. Are there any other issues that prevent pairing?
