Occasionally my 310xt will "exhibit" obviously false track points when downloaded To garmin connect. I would like to "edit" (correct) these false points to provide an accurate picture of my run. Sport Tracks allows this - does Garmin connect?

No.
Also, Sport Tracks, TopoFusion, etc will allow you to cut out sections and paste in other sections but you will lose a lot of fitness data when you try to put that edited track back into GC.
If you have a very important track that you want to edit and have all the data stay intact you must do it manually and it is very time consuming.
I have Garmin Mapsource installed on my PC - came with one of my units.
I "export" a track/route from Connect as a gpx file, which I then open in Mapsource. I then edit the track to suit (usually to remove backtracks where we've either gone wrong or the route was not suitable).
Once the track is clean, it can be saved to where you need it, minus the blemishes...
