I was just starting to upload today's ride to GC, and I noticed this message highlighted on the Update screen:
UPLOAD PROBLEM: If you are having difficulty uploading your data to Garmin Connect, please clear your browser cache and try again. This action should completely fix the issue.

But I wonder ......... if a user is getting the old version of this update page out of the cache ... then it seems that this message might not appear for the user who is having the problem in the first place..... hmmmmm
