I have a 3970LMT, and the webupdater indicates that GTM traffic receiver update 2.90 is available.
Firmware Update for GTM traffic Receiver Type 3
Changes from version 2.80 to version 2.90:
Improve preference for premium traffic service.
Fixed lockup that could result in grey traffic icon being displayed on PND.
Changes from version 2.60 to version 2.80:
Fix issue with lifetime subscriptions expiring."
Running the update doesn't work. That is, the GTM35 is not updating.
To reproduce this issue do the following:
1. Run Webupdater. This is not a device firmware update. As such, Webupdater reports you are using the latest firmware. You need to then request to see other updates that are available, and then the GTM 35 update will appear on that list.
2. Select the update and install it.
3. Disconnect the 3790T. Turn it on. Wait for it to boot with your GTM 35 cable attached, and plugged in (and powered). Wait for traffic to update. Turn the device off.
4. Run Webupdater again. Again, this is not a device firmware update. As such, Webupdater reports you are using the latest firmware. You need to then request to see other updates that are available, and then the same GTM 35 update will appear on that list--despite the fact you already did step 2.
Version 2.80 still shows as being the version for the GTM 35 under "Settings"-->"About". You do need the GTM35 cable attached and powered in order to see that information.

Okay, so some of you might think this is a problem on my end.
It doesn't seem that way (and I am in a heavy traffic broadcasting city, so it's not as though I wouldn't be receiving traffic data or that my GTM35 cable wouldn't be active and updating).
You see, this is the reason why I think the problem is on Garmin's end: if you take a look at file 006B090100.GCD (which is being downloaded to the nuvi going by the date/time stamp) with a hex editor, you'll see that the file contents indicate "Software Version 2.80" at address 73F1. That should state "Software Version 2.90--and not 2.80".
In other words, it seems the old 2.80 file is being hosted and not the newer 2.90 file. It's also possible a software developer simply forgot to update version numbers in the file itself. Regardless, there's a problem because "GTM: 2.80" shows up in the "about" section (scroll down) of the 3790LMT no matter what. You do need the GTM35 cable attached and powered in order to see that information.
Now, I've sent in support tickets, and I've called Garmin. A representative's solution to this is to send me a replacement GTM35 cable, which is nice. I'm a little concerned that the two premium traffic subscriptions I paid for will not be transferred, but he assures me they will be and that I won't have to pay for them again. I really hope that's true.
Regardless, I fail to see how sending me a new cable is going to change the 2.80 file from being hosted by Garmin's webservers instead of 2.90. And updating a file on a server seems simpler and less costly to fix than sending out new cables to everyone that's experiencing this issue.

Would someone at Garmin please take a look into the possibility that an old file might be hosted instead of the proper one, please?
