TL;DR I think the reddish tint (other than zone 5) might mean "lower HR for that day or activity".
(That doesn't explain why the graph sometimes changes from red at the lows to grey a little higher up and back to red even higher, even though the 2nd range for red is nowhere near zone 5 or even zone 1.)

Another observation:
I also see the reddish tint for (relatively) lower HRs when looking at an activity in the Connect app (which also colour codes the graph by zones, but this happens even when those lower values are around 120 bpm (much higher than the daily lower values which have reddish tint).
So I think it's pretty much confirmed that the reddish tint doesn't mean "low HR" in any absolute sense.
It could mean relatively lower HR for that day or activity though. Still not sure why there's no reddish tint at all on some days, or how Garmin decides what relatively lower HR is.
Those are running activities, where I used either the wrist HR or a strap while wearing the watch.
Here's a basketball activity where I wore a strap but not the watch (while still recording the activity on the watch). At one point I left the court and went out of range of the watch, and it seems that my recorded HR comically dropped to 0 during this time. Only that portion of the graph is tinted red.
