Can you import/Export Workouts files *.fit

I cannot see an options on Garmin Connect (Online) Workouts, where I can create a workout export it and give to friend to import?
Is there such a function available?

No, but on newer devices, Garmin Share allows you to share workouts from device to device using bluetooth:

There's also a Chrome extension which allows you to export a workout from the Garmin Connect website as JSON. You can send the JSON file to a friend and they can import it using the same extension:

I created a little piece of software to ease this pain: structurful.com. Use it to convert any workout into Garmin native structured workout which schedules/syncs automatically with Garmin Connect. Give it a go (10 free workouts/month) and let me know if you have any thoughts.

The Garmin Clipboard App lets you share workouts to other users. You would need to set yourself up as a Coach for the other person. It's quite straightforward.
