Normally just once. However, there were recently reports from multiple users telling the export function does not work for big files (generating a server error). I recommend reporting it to the Support, and in the time being before they fix it, if you need it urgently, you can export the activity in the default FIT file format (the first export option), and convert it to TCX (or another format) with an external tool.

You are on a Garmin forum. Fitbit is another company, currently owned by Google (not Garmin).
