Use Garmin Training Centre! on Windoze at least. It makes sense anyway to have a locally stored copy of your activity data, rather than rely on some nebulous storage facility over which you have no control.
When uploading activities through windoze you can do this seamlessly. Load GTC from the Garmin site if not already done so. Ensure you have the relevant boxes checked in ANT Agent. You can then uploade to GC, to GTC and have GTC start up automatically all without any input from you apart from having to turn your device on and be within 5 m of your computer.
BTW, heart rate is a useful indicator but with so many external factors affecting it, should not be relied on solely as a training guide. If you are fatigued you may well struggle to get your heart rate high enough and overtrain as a result. If it's hot and humid, you are likely to find that your HR is higher than it would be.
Unfortunately Mac owners do not have the ability to view time spent in HR zones - at least I have not found out how to. But then it's only of academic interest for me at least.
Because Garmin Training Centre is not a very good piece of software (compared to what else is on the market) and not everyone here is running windows. This is the Garmin Connect Feature Request forum, not the why don't you use something else forum ...
Currently I'm also using SportTracks which gives me this data but having all your data online so you can access it anywhere anytime is really handy especially if you travel a lot.
Being able to view something as basic as time spent in heart rate zones is pretty much an essential feature if you're training using an HR monitor. Sure there are other ways to train and I know I'd love to have a power meter but they are still pretty pricey.
And yes your HR can be affected by many things including fatigue which if you know what to look out for can actually be a good thing. Things like fatigue or overtraining can be predicted fairly easily by monitoring your resting heartrate each morning and can give you a heads up if you need more recovery time.
Please accept my profound apologies for trying to be helpful by offering an alternative for something that is so crucial to your physical well being.

As another workround, and something we do with our laptop when we travel, is to have SportTracks work in conjunction with a DropBox account. That way, your logbook is available anywhere you use yojur laptop. We work at home on an iMac and with the iBook when we travel. The logbooks are synchronised through DropBox.
While we all wait for Garmin to implement the many feature requests, we all, both Mac and Windoze users ( I am a Mac user predominantly BTW) either seek alternatives or give up training - there are other options but I like my Garmin devices. Personally, I'd rather seek an alternative and carry on training.

There was no mention of what else I could use to get this information because it's not an issue, pretty much all other software provides this basic information.
I'm using Sporttracks as I mentioned previously, it runs on Linux and Windows which works for me but with a few basic additions I'd really like to be able to use Garmin Connect instead as it's simple quick and easy. Plus being web based it means I can access it anywhere.
