Garmin Communicator Plugin is Not Detected

I downloaded 2.8.3 multiple times. It appears to install, but when I run a test page I get a Garmin Communicator Plugin is not detected msg.
I can't find ANY help in the troubleshooting or FAQs to help.
I'm using Safari 4.0.3
Any suggestions?

Did you remove the flip4mac plugin?

The latest Flip4Mac plug-in has been fixed to removed these restrictions.
