sunrise - sunset

Now the sun is about to come over the horizon. My 305 said 7:14, perhaps thinking that I was about one half mile east of my current location In Arizona just west of the Navaho nation. I changed the time setting from "auto" to "off" for daylight savings. The predicted time changed to 6:12. According to the Chrome's internet time, it is now 6:24. No part of the sun is over the horizon.

Okay it's behind the hill. I'm a few, perhaps 100 yards north of my usual autumn sunrise viewing station. Garmin sunrise does not account for hills to the east of the location.

So is the "sunrise" computed as a perfect horizon, sea level center of the sun? Old time navigators measured the upper and lower limbs for moon and sun events.
