I hate being suckered into clicking web links that lead to pages which have no content other than a message saying "coming soon!".
Likewise, the GC UI should be modified to either remove or gray out buttons and tabs which are not useful. If a ride has no cadence data, then the cadence tab should be removed/grayed out. Likewise heart rate data.
Interestingly, I just tried out the new manual data entry form. On that ride, the elevation tab is indeed removed. But the HR tab is still there (click it and the page says "No heart rate data found for this activity."), and the cadence tab is still there ("No cadence data found for this activity.")
The top of each GC page presently contains the message "Connect engineers are still making adjustments to the site. While the adjustments are in progress, uploads are temporarily disabled. We will finish the updates and get uploads enabled again ASAP. Thank you for your patience." Great. Then you should gray out the upload button, so that people will not attempt to upload, get a timeout, then march to the forum to complain that uploads are broken.
