Occasionally Garmin employees in the know will post here to answer specific questions like that. In the mean time there is always the What's New link.

Thanks April but not quite the question I asked

your link gives....

"What's New
Garmin Connect is updated about once a month with bug fixes, improvements and new features.
May 2009.."

I suppose 3 months is "about" a month!

Also a

"Coming Soon...
Manual Entry of Activities..." etc

Which does not even seem to get to the features in the deceased Motionbased.

If you're looking for an entire feature list and specific dates when each of those will be released...I'm not aware of such.
