Permanent 2 step verification causing connection problems to other apps, how to turn it off

Activating the ecg app requires the permanent 2 step verification to be enabled. 

However when that was done, I was unable to connect my health app to garmin connect. To connect the health app to garmin connect, I'll be directed to the garmin connect log in page. But every time when I key in the passcode I receive either via sms or email, I get a notification that my log in session has expired. Tried to use the STOP reply but it didn't work.

Please may I know how the permanent 2 step verification can be turned off. 

Have seen previous threads on this but the issue is not resolved.

Please help
