creating and modifying courses not working on web page

Every time I try to create a course, or modify an existing course, Garmin Connect will not open,create or modify a course. Just keep getting the spinning wheel of doom and nothing happens. Been creating courses for 10 years no problem and first time this has happened.

Works all right on my end. You can try:

Force-reloading the page (Shift-F5 or Ctrl-F5 in most browsers)
Clearing the cache of the browser
Trying a different browser
Trying a different computer
Trying an alternative Internet connection
Trying the phone app
Using a 3rd party app and then importing the course
Waiting a day or two
Reaching out to the Product Support through their website at https://support.garmin.com
