Intensity not updating

As shown below (note more than 35min of running shown), I'm not getting consistant updates to the intensity minutes, this has been getting steadily less responsive over the last few months.

I don't even know how its calculating this anymore,

Depends on the watch model. It is described here: How Does the Intensity Minutes Feature Work? | Garmin Customer Support

If you post screenshots of the all-day HR, of the IM settings screen, and the value of your 7 days average Resting HR, we can perhaps tell you why you get few IMs. With the default settings, it is usually because your HR is not sufficiently higher the the 7 days avg Resting HR. At some models the 10 consecutive minutes requirement may play a role too.
