Since starting my training I'm much faster than I expected.
How can I change the goal pace for my event so my Garmin training adjusts it suggested pace for training runs?

I doubt it is a permissions thing.
Any Garmin rep confirm what is going on here? Is it too late in my training to change it?
Remove the event from the calendar, and add it back again with the right goal. You can also try changing the Event Priority (it is in your menu) and see whether it helps.

This lead me to what i think might be correct answer, thank you.
First I updated my coaching plan (Go to Training and Planning --> Garmin Coach Plans)
There I was able to View Details, Edit Plan, Edit Training Goal.
At that point my race event was still at the slower pace, like trux suggested, I removed the race event from the calendar, then searched and added it back in, still linking it to my coaching plan. This i hoped would update the event pace, but unfortunately did not.
At this point I tried switching to a different race and back etc, but still no luck.
I'm hoping that the coaching plan and the race event are not really linked, and my coaching plan will update to better paces, but at this point it's not updating. I'll post back in a few days if it updates or not.

My mindset is, for my next race, i'll just set a better goal from the start. :-)
If you are using a Coaching Plan, you may need to adjust the goal there.
As trux said, if you are using already Garmin Coach 10k Plan (adaptive) then modify it there. Your Event in calendar should be irrelevant for your plan.
Before recent change in FW, I have simply followed DSW. Now I have my plan under Garmin Coach widget (and in Morning Report too)
I can confirm. I ignored the race goal pace and modified the coach goal pace. My workout for today didn't adjust times, but the future workouts, after I ran today, updated to a pace to suit my new coach goal pace.
