Excel to GPX

Try uploading the GPX to Garmin Connect as a route and see if it is valid.

I mean: you should upload your excel file here, so we can check why you can‘t save it as csv.
But I‘m leaving for holyday without laptop - I‘m out until Sunday…

i can save it as CSV just its not letting GPSBABEL convert to GPX must be something wrong with the way its written

Indeed, without looking at the excel file it is hard to tell, but have a look at this:

Those documents tell you how the csv file needs to be structured in order to be comprehensible by gpsbabel. It is unlikely that a csv generated from an arbitrary excel spreadsheet would conform to those specs, but perhaps some small manual adjustments, either to the excel or the resulting csv would do the job.
