I do not think it is a problem on Garmin's side. Garmin does not send anything to Strava. It is Strava that pulls the data from Garmin's API. However, you can reach Garmin's support in exactly the same way: https://support.garmin.com
Disconnecting and reconnecting the two accounts usually fixes connectivity problems.
You can also export the activity from GC web and import at Strava manually
I just had this issue today. I had gone to the strava app and disconnected my garmin and it didn't work but what did work was going to the strava web version on my laptop - disconnect it from there and then reconnect. It synced straight away for me.
