Cannot write comments on friends activities, I can't respond to friends comment on my activity either.

This problem has been around for several months.

"We are unable to process your request, Please try again later"

Doesn't appear to be a universal issue. I'm able to do it without a problem and I'm not seeing very many reports on the forum about it. I tested with various web browsers, Firefox, Edge, Chrome as well as iOS and android Garmin Connect apps.

Could be your location or something specific to your account. I'd open a case with Garmin Product Support to sort this out.
