Just connect the watch with a cable to a USB port. It should be visible as an MTP device. You won't be able to do much with it, though. You can manually transfer activity files from the watch by copying from the watch and uploading it to the Garmin Connect website, but things like firmware update or other management jobs require the Garmin Express app, and this won't run on a chromebook.
