I find the dashboard incredibly frustrating to edit or re order. When you drag a widget to a new location, more often than not it will persist and snap back to the original location or to a completely different location. Likewise its far too easy to accidentally drag a widget to a incorrect location by accident. IMO, the dashboard should be locked until a user explicitly decides they want to edit the layout. Then the ordering needs to be better and the drop area more user friendly.
