Why isn’t there a quarterly stage badge for swimming like there is for cycling, running and walking?

As a regular swimmer it’s disappointing that there isn’t more swimming badges available. Particularly the quarterly stage badges?
could these be created?

I was about to create a new post on this. I would love to see more swimming badges but this would be a simple start.
