I want to protect my account with Two-Step Verification by email. (no, I do not want SMS, only email)

Then I went to Account Management Center \ ACCOUNT SECURITY CENTER.
But when I try to enable Two-Step Verification by email on step "Press NEXT to continue the verification process to use %my email% for verification on this account."
I got error "AN ERROR HAS OCCURRED; PLEASE TRY AGAIN."
Email is correct since I got notification about each my sign in and email about registration of my watch.
Please assisnt.
