Custom Training Plans

I know this is a duplicate of the previous 1,000 requests...but seriously, how is this still not possible?

In an ideal world, I would be able to create a training plan using an Excel template and import that to my Garmin calendar. I don't even necessarily need this. PLEASE just allow users to set workouts as recurring. I.e. Workout A: Run 30min HRZ2, repeat every Sunday or every other Sunday or every 5th Sunday. It just cannot be that complicated. 

Has anyone found a work-around for this? Are there any 3rd party apps that can be used for this purpose?

PLEASE do not tell me that I can create a custom workout and drag it to the day. I'm aware of this.
