How to get the Cycling Dynamics data like torque using Rally RS 200 without Cycling Computer?

I wish to get the torque data using cycling application.

Can't I get this data without cycling computer or Edge equipment?

If there is an application that can get this data, please recommend it.

Can't I get the cycling data without garmin's equipment? I have Rally RS200 only. :(

You have to ask the manufacturer of the watches/bike computers and apps if they support cycling dynamics from Garmin Rally pedals.

Garmin has released the ANT+ specification for the Cycling Dynamics for everyone to implement it. I can't find an ANT+ profile for cycling dynamics so it might not have been ratified.
