It might have been a temporary problem. Just now I was able to create a course in New Zealand using the Connect Android app.
Still not working for me. There are many routes not available anymore. And I get the message: "Limited Data available, sorry, we have limited popularity date for this area of the map...." I have this issue since the update to 16.11 version. In the past I can design routes without any issue.
The issue with popularity routing comes up occasionally. You'll need to contact Grmin Support.
