Your IP address might be blocked by the service CloudFlare that Garmin uses to protect their servers. Try using an alternative Internet access, and avoid acessing Garmin's servers with PHP scripts from it - it may be the unauthorized accesses through the PHP class that are triggering the ban at CloudFlare.

Well, then I am afraid that you will have to find a way to bypass the security of CloudFlare, or request the official access to the API.

What exactly do you do? Which data do you need?

There is a new function in Garmin Connect called Authorized Viewer. It is only available in the app. Settings > Profile & Privacy > Authorized Viewers. I haven't tested it yet. That might give you access to at least some of the info you need. You can then pull the data you need with a browser extension. That way it will just be normal web page requests from an already authorized user.

To prevent your computer from being locked out it would be a lot better if the users could send the data to you. That way the requests will be distributed over multiple computers. You could write an application or browser extension that each client installs on their computer or phone.
