Pretty sure you need to move your arm to track steps, even with gps on. Gps can track your route but not necessarily track the number of steps you take is my guess.
I'm not pushing a stroller any more these days, but I still mow the lawn. Putting my watch in my pocket allows me to keep tracking steps in this case.
The Garmin watch and any other step counter device use the arm movement to count steps.

As our colleague above just said, GPS tracks your route and can be used to calculate your stride length (as long as there is arm movement), but by itself it won't count up any steps.
