Anyone have any clue how to have an actual goal in here other than total distance or time? I want to have a goal if a 7 minute mile and can't seem to figure it out.

That is the point of a PR. You haven't hit the target yet. The PR will show you how close you are. Exactly what a goal would show.
Creating a workout with a pace goal will not show how close you are. It might help you in keeping a higher pace. But to see if you hit 7 min for a mile you have to look at the PR.
