How to program workouts targeting training effect?

I would like to program workouts that target a specific aerobic or anaerobic training effect. For example, I might like to create the following anaerobic workout:

  1. Warmup until lap button
  2. 60 seconds at 5:30/mile pace
  3. Recover 3 minutes at 125 bpm
  4. Repeat 2&3 until anaerobic training effect >= 3.1
  5.  Cool down 10 minutes at 135 bpm

It is clear how step 4 can be set to repeat a fixed number of times, but I see no option to repeat until a training effect is reached, which is what I want. Is that possible?
