No courses. Training menu contains only Workout.

Why my Garmin Connect Web menu looks like this? Where are the Training menu options like "Courses"?

Try logging out and in again.

The menu options changes depending on the capabilities of your devices.

Based on that it might work if you remove your Garmin device and then add it again so Garmin Connect understands which functions that should be enabled.

It depends on roles, you need FitnessUser() or DiveUser() to see Courses:
