I do have the Delete option under the cogwheel icon, on the device settings page (when I click Device Settings on the device list in Garmin Connect Web). I have the Device Settings link on the place blacked on your screenshot. If it shows in this way to you, try clicking the black rectangle. You can also try clearing Temporary Internet files of the browser, or using an alternative one. You can also delete the device through the GCM app.
Edit: I misunderstood that you are trying to do it on the Garmin Account page - there it indeed may not be possible to remove the device, but it should not matter, it is the history of devices you owned, and it should not prevent anyone from using them after you.
Yes, I was referring to the main garmin account. Strangely enough a few weeks ago I was able to delete an old epix 2 that was replaced with a new one with a different serial number under warranty with no problem. Now I don't have that option with any of the products.
