I did not check your data, so do not exclude there is a problem, but why do you think that a section of the ride should have the same average as the full ride? It would be true only if the power was perfectly constant the whole time, with no ups and downs at all.

The best from which point of view? If it was the fastest, it does not necessarily mean the power was higher. It is always better posting the complete and detailed information, so that one does not need to guess or make premature conclusions.
If the remaining part was measured too, why not posting the value, so that it is clear where the problem is? And if it was not measured, how do we know which one was the best?
Garmin connect selects automatically (view my previous printscreens) the 2h interval with the maximum average power (so the 160W is (according to garmin connect) the 2h piece with the highest average power. The first printscreen (178W) shows my entire ride.
So that's my point: Garmin says my best 2h effort is 160W, and my average power for my entire ride (almost 3h) is 178W.

Yes, but what exactly means the best 2h effort? Is it really the highest average, or is it the 2h where you reached the highest peek in power, or is it something entirely different? Is it specified there? I do no use a power meter, and do not see the specification anywhere.
... ah, I found the explanation. It is described in the document Garmin Connect - Average Power and Max Average Power Difference:
These values are calculated in different manners and may seem to be conflicting.
Average Power
The Average Power metric is calculated only during the time the Timer on your device is running.
Max Average Power
The Max Average Power metrics are calculated for the entire elapsed time of your activity whether the timer is paused or not. Any time the timer is paused will be calculated as 0 (zero) power for that time.
So the global average may be higher than the max averages, because it excludes the pauses (whether manual or auto)
