You can use https://www.runalyze.com (which syncs with Garmin Connect), to chop your activity up into laps of arbitrary time and distance.
(Not as user-friendly as graphically selecting a region, for sure.)
There is a way to do it which is a little long winded but does work. If you go to the cog on the activity, you can trim the activity to where you want and then save it. This then gives you all the data (Power, HR, Cadence, Speed etc.) for that selected period you've trimmed the activity for. You can then later revert to the original activity to view the full activity again. As you say, when I had Strava premium I recall this being much easier.

You do not even need to save it, the pace, time, and distance are shown instantly without saving (you may need to click the window somewhere) after moving the slider, or editing the starting/ending points.
