This is mostly directed e7andy, but is a general question. I've noticed that the way that badges work, if you (for example) associate a badge with an activity like "record two activities in a day" then delete one of them, then you lose the badge. My question is: if you change your country to - say - Taiwan, and do an activity to get a badge, then change back, do you lose the badge?

Badges for an activity are checked after creating that activity and after each editing of it.
So, also a country is checked only then.
If you earn a badge - it will stay, even if you change country later…
It is exactly as BunBun! says.
If you lose a badge by accidentally editing an activity you can get it back by changing the country again and make yet another edit to the activity.
