The app and the website, they both are just two different interfaces accessing the very same data. It means if you see different data on the web, than with the phone app, then you are logged into a different account on each of them. You can use the instructions in the Troubleshooting guide for (some) data missing after syncing for fixing the issue.
The data was literally never being synced from Garmin Connect to web portal. I had to remove the device from Garmin Connect, uninstall Garmin Connect, reinstall Garmin Connect, then re-pair the device.
Lost an entire month's worth of data in the process.
As I wrote - you apparently used a different account on the web portal than with the app. You did not lose the data, you have just been syncing them to the wrong account.
