Looking on Google, there's supposed to be a "lock" icon, which I don't see on Garmin Connect.

Either you did not open the activity, or you use the GC Mobile app instead of the GC Web interface. Though you are posting to the forum of GC Web, so that would be odd. The padlock is in the top right corner of the activity page. On the app, you have to tap Edit in the menu od the activity, and then scroll down to Privacy, where you can change it.
I'm on the web GC interface for courses (not activities), but don't see the pencil, star, share, lock, settings.
At Courses it is at the bottom of the panel with the details of the course:
Ahah!. Hidden under "Expand".
