This is a user forum, Garmin rarely participates here, but to answer your question - no, there were no drop-outs of the service recently. More likely the problem is on your side. Verify whether the syncronisation works. If not, see the Sync / Connection Troubleshooting Guide for some tips.
Edit: seilogramp's advise is also a common problem at many users, so check that definitely too.
