Can you get to Garmin Connect Web from your phone's web browser or a computer? If not, what is the error message?
Do you have computer at your location that does not use wi-fi? Can you test with that? Just trying to see if there is an issue with your wi-fi or possibly your ISP or DNS that you're using.
Sounds as if your IP address could be blacklisted. What error do you get when trying to access the website of Garmin?
