I have got exactly the same issue. Just emailed Garmin. I can't use Garmin Express as I only have a Google Chromebook and apparently it's not compatible. Any advice?

I take it that Chromebook is unable to see the file structure of your device in order to drag and drop the activity to Garmin Connect Web import data page. Until it's fixed my not so great advice would be to borrow a Windows or Mac to push it to your Garmin Connect account via USB cable.
Meanwhile, splitting your post to the Garmin Connect Web forum to see if there is anything else.
