conversation by requesting a group membership

I have created a group that can only be joined by release.
Is it possible to send a message to the person who asks to join without already letting the person join the group?
For example, I only want to allow people from a certain city,
so I want to ask where he/she comes from before I give the release.

The only way I am aware of, is posting a comment with the question on one of the activities of the user, if he/she has some open publicly, or Connecting with the user.
