first , stick with one tool to begin wtih as trux first suggested Fit File Tools's section remover
next, are you a mac user ?
when all this fails
with your consent we can have a look at your file with FitFileRepairTool
zip the fit file and upload here in the forum (a simple drag & drop will work)
or provide a link to it on a cloud storage
or send it via pm
but by now, I bet you have worked out how to remove the peak values

all spikes appeared during the first 13' where GPS fix was lost
your location is challenging for GPS fix
cleaned your fit file with help of Fit File Repair Tool
at 01'53" into the activity GPS stops recording to your fit file (no GPS fix)
...
at 12'32" speed distance switches to the watch for 4 seconds
at 12'48" into the activity GPS starts again recording to the fit file(GPS Fix)
before uploading, make sure you delete your activity from Garmin Connect Web
