high aerobic zone

I'm struggling to understand how Garmin training effect works.  It keeps reading unproductive - despite having a zone effect of either mid 3's for aerobic, and some where between .5 & 1.5 for anaerobic.  Where can you find what heart rate Garmin considers high Aerobic - if I'm pushing high into my Zone 4, and that does't count towards "high aerobic?
