How do I download the connect web app

I have Garmin IQ on my windows machine. I thought there was also an app that I can use to pull data and upload to the cloud ?

Garmin Connect Web is not an application, it is a website. It means you cannot download it, and you also do not need to download it, it works on the server side, you just access it with a browser at the address https://connect.garmin.com/. If you do not have any smartphone for syncing the watch with the GC account, you have to use USB cable and the Garmin Express application.
