I am not sure how it exactly works in such case (and I saw already several TZ issues posted here on the forum), but perhaps you could fool the watch by preventing it from syncing the TZ over GPS and/or over the phone while travelling, letting it in your original time zone all the time. That might help you meeting your steps goal, following the day-hours you are used to from your home. You just have to disable GPS and Bluetooth on the watch for the time of the travel, and continue with your steps as if you were at home.
